David Spencer

 

David Spencer loves the band and the Boerne Band's tradition of the Turkey Dinner. David is a father of four who came to Boerne years ago to ensure his kids were surrounded by cousins, family, and a supportive community. David Spencer has been a force in the entrepreneurial ecosystem of Texas for years, today he is focused on saving people's life in battle, car wrecks and other traumatic experiences with a innovative medical device that prevents internal bleeding. David Spencer is a business and civic entrepreneur with a passion for technology commercialization and economic development. He has founded, owned, and/or sold multiple businesses in diverse areas including engineering, healthcare, technology, banking, real estate, childcare, and agriculture. He claims after 30 years of entrepreneurial experience his track record is “A hot current gig, two home runs, a few singles and doubles, several strikeouts, two massive explosions, and plenty of persistence.”

Spencer started his career in the late 1980’s as an Electrical and Software engineer working as a civilian for the Air Force. Spencer formed his first technology company in 1990. However, his career as a serial entrepreneur took off in 1996 when Kelly Air Force Base was closed. Using his back bedroom as an office, Spencer founded OnBoard Software, Inc. with his best friend Steve Kluck. OnBoard grew to more than 90 employees and $17 million in annual revenue.  In early 2005, Spencer sold the company to MTC Technologies, Inc. for $34 million.

Following the sale of OnBoard, he formed Mandelbrot Ventures, a boutique fund which invested in Texas-based seed-stage technology companies until 2008. Since 2000, Spencer has been an active angel investor.  He has invested in over 50 privately held companies and several early-stage investment funds. His investment interest centers on medical devices, technology companies based in South Central Texas, and those which support military wounded worldwide. He also mentors select technology startups in the San Antonio area.

In September 2005, Texas Gov. Rick Perry appointed Spencer to a two-year term as the inaugural chair of the Emerging Technology Fund (ETF) Advisory Committee, a statewide $350 million investment fund. Spencer served a third year on the ETF Advisory Committee as member/past chair until 2008. 

In 2007, he served as a cofounder, organizer, and director of The Bank of San Antonio, the first de novo bank start up in San Antonio for 22 years. He continues to serve on the Board of Directors at the Bank of San Antonio and chairs their Technology subcommittee. The bank grew to over $850M in assets until its merger in 2020 with two other banks he helped found. IIn 2008, he founded Texas Intrepid Ventures to invest in medical device innovations needed in response to the war in Iraq/Afghanistan. In 2009, Spencer founded Speer Medical Devices, an unsuccessful effort to bring to market a technology to help combat medics triage and care for combat wounded. Speer closed in 2012.n 2009, he was a founding investor in Texas Hill Country Bank. 

In 2017, he served as a cofounder, organizer, and director of The Bank of Austin, where he also serves on the Board of Directors and chairs the Technology subcommittee. The Bank of Austin also grew rapidly to over $250M in assets. In 2020, the Bank of San Antonio, The Bank of Austin, and Texas Hill Country Bank were merged to form Texas Partners Bank, which now has over $2.3B in assets. He remains active on the boards of the merged entities.

Spencer also has a deep interest in quality public schools. In 2007 Spencer was elected to the Comal ISD Board of Trustees, where he served until 2014. In May of 2019 he was elected to the Boerne ISD Board of Trustees, where he served until June of 2021.

In 2011, Spencer co-founded Prytime Medical Devices to commercialize Resuscitative Endovascular Balloon Occlusion of the Aorta (REBOA). REBOA was invented by the military in response to the war in Iraq. It is a hemorrhage control and resuscitation adjunct to overcome internal bleeding. To date, Prytime’s products have seen over 12,000 uses across 400+ US hospitals in 28 countries. REBOA has also been used by the US military in combat, and is now being used by the Ukrainian military as well. Prytime is commercializing their 3rd generation REBOA product, a game changing next generation partial REBOA catheter designed to extend times for treatment and eliminate ischemic sequela.

Since 2016, Spencer has been an active member of the Texas Business Leadership Council, a statewide network of CEOs and senior business executives who advance a long-term vision of a prosperous Texas in a globally competitive business environment. 

Spencer is a regular speaker, mentor, and panelist. He believes quality communities have quality K-19 public schools. His philanthropic and public service is centered on public schools, entrepreneurship, wounded warriors, economic development, and the future of Texas and the San Antonio region. He shares a particular passion for the University of Texas at San Antonio, with a focus on their Engineering, Athletics, and Band programs.

He and his wife Jennifer have four sons and live in Boerne, TX.
